Abstract
Strategic Development Plan of the Republic of Kazakhstan until 2025 is cross-sectoral nationwide policy document of state planning for the medium term and is developed to implement the long-term Development Strategy of Kazakhstan until 2050.
The strategic goal of the Republic of Kazakhstan by 2025 is to achieve high-quality and sustainable economic growth, leading to an increase in the standard of living of people comparable to the OECD countries, based on increasing the competitiveness of business and human capital, technological modernization, improving the institutional environment and minimal negative impact on nature.
The goals of Strategic Development Plan shall be accelerated economic growth and improving the quality of life of people, which will allow the country to realize its vision of 2050 and enter the league of thirty developed countries of the world.
Assistance will be continued to accelerate the productivity growth of existing labor resources by ensuring labor mobility of the workforce, maintaining a focus on supporting people employed in low-productivity sectors, the informal sector of the economy and the unemployed, and improving labor market infrastructure. When choosing and introducing new technologies, energy-efficient and “smart” technologies, climate suitability and economic efficiency recognized abroad can be used that can be used in Kazakhstan. The key factors in introducing green technologies will be the application of modern standards, increasing energy efficiency and lowering the operating costs of power generating stations.
In order to provide the population with drinking water of appropriate quality and in full, as well as the necessary level of wastewater treatment, construction of new water supply and sanitation facilities and reconstruction of existing facilities will continue. The allocation of budgetary funds for these purposes will increase. As a result, by 2025, all cities will be provided with centralized water supply, and the level of centralized water supply in the villages will be 80%.
As part of improving environmental legislation, the current system of environmental impact assessment will be revised, nature users will be stimulated to reduce emissions, the principles of emission regulation will be improved, and progressive environmental regulation mechanisms will be introduced. Based on international experience and technical and economic opportunities, environmental standards of Kazakhstan will be revised. To prevent environmental pollution, the best international experience in implementing the “polluter pays” principle will be studied and adopted, which involves compensation for environmental damage by the enterprise. This will create real incentives for enterprises to reduce emissions of pollutants, invest in environmental measures, and also allow the use of penalties and fines as a mechanism of state coercion only in extreme cases. Instead of the existing system of environmental regulation of the impact of enterprises, based on the regulation of maximum permissible concentrations of pollutants at the borders of sanitary protection zones, a system for issuing integrated environmental permits based on the application of the best available technologies will be studied and implemented.
