Governmental Decree No. 209 “On approval of the Rules for issuing permits for repeated crossing of the State Border of the Republic of Kazakhstan by Kazakh vessels for conducting commercial activities in territorial water (sea), inland waters and on the continental shelf, the spatial and temporal limits of permits, as well as the Rules for exercising control over these vessels”.

This Governmental Decree establishes the procedure for issuing permits for repeated crossing of the State Border of the Republic of Kazakhstan by Kazakh vessels for conducting commercial activities in territorial water (sea), inland waters and on the continental shelf, the spatial and temporal limits of permits, as well as the Rules for exercising control over these vessels. It shall be applicable to the fishing vessels flying the flag the Republic of Kazakhstan, the purpose of which is the delivery of catch for trade or manufacturing of fish products in the territory of the Republic of Kazakhstan without reloading the products of the fishery to foreign vessels, as well as vessels of the Republic of Kazakhstan, subject to border inspection. In order to obtain permits legal entity or individual entrepreneur must submit in electronic format though web-portal of e-government to the Border Guard of the National Security Committee of the Republic of Kazakhstan the following documentation: (a) application in accordance with the form contained in the Annex 1; (b) copy of certificate of ownership of the or a copy of the certificate of lease agreement of a vessel of the Republic of Kazakhstan (for seagoing vessels); (c) copy of certificate on the right of navigation under the State Flag of the Republic Kazakhstan (for seagoing vessels); (d) copy of the permit for of wildlife management; (e) copies of work permits for foreigners and stateless persons of the crew; and (f) copy of the ship's certificate (for vessels registered in the State Ship Register of the Republic of Kazakhstan). The permit shall be issued for the period of validity of the permit for wildlife management, but it cannot exceed the period of validity of lease agreement and the period of work permits for foreigners and stateless persons of the crew.
