Abstract
This Law regulates the relations originating in the process of manufacturing and trade of ethyl alcohol and spirits. Spirits shall be considered beverages manufactured with alimentary raw materials with ethyl alcohol contents exceeding 1.5%. The state regulation means the state supervision over manufacturing and trade of ethyl alcohol and spirits. The scope of the state regulation shall be quality control and quality improvement of ethyl alcohol and spirits manufactured on the national territory and imported. The state regulation shall include: (a) licensing; (b) regulation of import; (c) quality control; (d) registration. Manufacturing of ethyl alcohol and spirits shall be subject to licensing. Ethyl alcohol shall be extracted exclusively from alimentary raw materials. Label of the national and imported spirits must contain information in the national and the Russian languages regarding producer-licence holder, product standard, package capacity, and liquor strength, contents of ethyl alcohol and sugar, and licence number.
