Abstract
The present Law determines legal basis for ensuring priority development of ethnic villages, rural areas and agro-industrial complex for the purpose of improvement of provision of the population with food and agricultural commodities (art. 1). The present Law is applicable to rural areas, cattle breeding and peasant farms, settlements and district inhabited areas whose population is prevalently engaged in agricultural production, processing, storage and trade of agricultural commodities (art. 2). Agro-industrial complex includes collective farms, peasant farms and consumer cooperatives (art. 4). The priority development shall be ensured by priority allotment of agricultural land, extension and capacity building (art. 5). This Law consists of 11 Sections composed of 55 articles. Section 1 lays down the general provisions. Section 2 establishes the priority of the state investments. Section 3 regards construction in rural areas. Section 4 determines the priority of delivery of the material and technical resources (equipment). Section 5 establishes the equivalence of commodity circulation and prices. Section 6 concerns taxes in connection with the state budget. Section 7 establishes social privileges for the rural population. Section 8 covers public health, public education and culture in rural area. Section 9 regards scientific backing and training of specialists for agriculture. Section 10 regards international agreements for the agro-industrial complex. Section 11 regards enforcement of this Law.
