Ministerial Decree No. 1258 of 1999 regarding validation of the Regulation on licensing of production of ethyl alcohol and spirits, storage and trade of ethyl alcohol, storage and wholesale trade of spirits (except for beer) and retail sale of spirits (except for beer).

The Government decrees to validate the Regulation. This Regulation establishes the modalities of issuing licences to physical and juridical persons for the production of ethyl alcohol and spirits, storage and trade of ethyl alcohol and storage and wholesale trade and retail sale of spirits (except for beer). Wholesale trade of spirits is unlimited distribution of spirits from storage facilities according to the documentation validated by state authorized institution in the field of production and trade of ethyl alcohol and spirits. Retail sale of spirits (except for beer) is its vending for consumption or for non-commercial use, carried out in permanent premises equipped with shopping centre and summer trade outlets within permanent premises equipped with cash-desks supplied with fiscal memory.
