Ministerial Decree No. 18-03/143 validating the Regulation on issuance of permits by the administrative body for the import and export from the territory of the Republic of Kazakhstan of wild fauna species falling under the Convention on International Trade in Endangered Species of Wild Fauna and Flora.

This Ministerial Decree establishes the procedure for issuance of permits by the administrative body for the import and export from the territory of the Republic of Kazakhstan of wild fauna species falling under the Convention on International Trade in Endangered Species of Wild Fauna and Flora. In order to obtain a scientific opinion on import, export of samples the applicant must submit in hard copy form scientific organization the following documentation: (a) application for a scientific opinion on import or export of samples in accordance with Annex 1; (b) when importing samples to the territory of the Republic of Kazakhstan, a copy of the permit for export or re-export certificate if the sample is included in Annexes 1, 2, 3 of the Convention; and (c) copy of the hunting permit in case of withdrawal of animal species, their parts and derivatives from the natural environment on the territory of the Republic of Kazakhstan. Administrative body within five working days from the date of receipt of applications for import and export of samples shall consider them. Within two working days from the date of receipt of documents by the administrative body checks the completeness of the documents submitted. In case of establishing the fact of incompleteness of the submitted documents within the specified time limits gives a reasoned refusal for further consideration of the application. The competent administrative body in accordance with the form contained in Annex 3 shall issue authorization for import and export from the territory of the Republic of Kazakhstan of wild fauna species falling under the Convention on International Trade in Endangered Species of Wild Fauna and Flora.
