Abstract
This Law regulates public relations in the field of conservation, reproduction, and use of wildlife, as well as the conservation and reproduction of Kazakh dog breeds. It aims to ensure conditions for the conservation of wildlife and its biological diversity, and the sustainable use of wildlife to meet environmental, economic, aesthetic, and other human needs, taking into account the interests of current and future generations. Wild fauna and wild flora belong to the people of Kazakhstan. The state exercises ownership rights on behalf of the people of Kazakhstan. The exercise of this ownership right by the state is realized through the state property regime, in the interests of the people of Kazakhstan. The document consists of 11 chapters that contain 61 articles. Chapter 1 (arts. 1-5) lays down general provisions. Chapter 2 (arts. 6-11) regards state management in the sphere of protection, reproduction and management of wildlife. Chapter 3 (arts. 12-22) regards protection of wildlife. Chapter 4 (arts. 23-31) regards management of wildlife. Chapter 5 (arts. 32-33) regards hunting. Chapter 6 (arts. 34-36) regards fisheries. Chapter 7 (arts. 37-43) regards management of hunting and fisheries. Chapter 8 (arts. 44-46) regards regulation of number of wildlife species. Chapter 9 (arts. 47-48) regards financing and economic incentives for the arrangements regarding reproduction and sustainable management of wildlife. Chapter 10 (arts. 49-57) regards control in the sphere of protection, reproduction and management of wildlife. The main principles of public administration in the field of conservation and reproduction of Kazakh dog breeds are: (a) ensuring the conservation and reproduction of Kazakh dog breeds; and (b) protecting the purity of Kazakh dog breeds. The export of live sturgeon specimens caught in their natural habitat and their fertilized eggs outside the Republic of Kazakhstan is authorized by decision of the Government of the Republic of Kazakhstan. The use of wildlife as biological weapons is prohibited. Animal populations are regulated for the following purposes: (a) protecting public health; (b) preventing diseases in farm and domestic animals; (c) preventing economic damage; and (d) maintaining biological balance.
