Ministerial Decree No. 1960 validating the Regulation on protection of the national territory against quarantine objects and the list of quarantine objects.

This Ministerial Decree requires the implementation of measures to protect the national territory against quarantine pests and the supervision over compliance with legislation in the area of plant quarantine. Plant quarantine measures shall be applicable to: (a) seeds and planting materials for crops, forests, ornamental species and parts thereof, as well as to any other item of plant origin that may harbour quarantine pests; (b) pests; (c) insect collections, pathogens, herbariums and seed collections; (d) agricultural machinery, conveyances, packaging materials and soil samples that may harbour quarantine pests; and (e) territory and facilities used to grow, trade, store and process items of plant origin. The import of items subject to quarantine inspection onto the national territory shall be authorized subject to presentation of: (a) a plant quarantine authorization issued by the authorized state institution on plant quarantine of the Republic of Kazakhstan; and (b) phytosanitary certificates issued by the national plant quarantine services of the exporter.
