Abstract
The regulation applies to products classified under specific EAEU commodity codes and excludes only those categories exempted under the EAEU Agreement on product marking. The document defines key concepts such as identification codes, DataMatrix barcodes, aggregation of packaging, traceability systems, and the roles of manufacturers, importers, wholesalers, retailers, and the national operator.
The Rules establish detailed requirements for registration, marking, and data reporting through Kazakhstan’s Digital Product Marking and Traceability System, operated by Kazakhtelecom. Manufacturers and importers must register themselves and their products in the system, obtain marking codes, apply DataMatrix identifiers to consumer packages, group packages, or kegs, and report marking activities electronically. Extensive product information must be recorded, including GTIN codes, product characteristics, packaging details, alcohol content, country of origin, and shelf life. The regulation also sets technical standards for marking codes, prohibits duplication of identifiers, and requires the use of approved hardware and software systems or the operator’s online portal.
The traceability framework covers the entire lifecycle of beer products, from production or importation through distribution, sale, return, and withdrawal from circulation. Participants in the supply chain must report transfers, movements, aggregation of packages, imports, and retail sales to the central system. Retail sales are linked to cash register systems and fiscal data operators, which transmit information on each sold unit in real time. The Rules also regulate product returns, reintroduction into circulation, and withdrawal for reasons such as destruction, loss, or confiscation.

Entry into force notes
This Order enters into force upon the expiration of 60 calendar days after the date of its first official publication, with the exception of paragraphs 29, 30, 31, 32, 36, 37, 38, 39, 40, 44, 47, and 48 of the Rules, which shall enter into force on 1 January 2027.
