Abstract
The Methodology is intended to ensure transparent pricing, prevent the underpricing or overpricing of saiga derivatives, and establish fair market values. It defines key actors involved in the process, including the Ministry of Ecology and Natural Resources as the authorized body, the state-owned company Zhasyl Damu as the seller, the state enterprise Okhotzooprom as the organization responsible for marking and storing derivatives, and QazTrade as the consultant responsible for price calculations. Saiga derivatives are defined as saiga horns and products made from them or their derivatives.
The methodology establishes a detailed procedure for calculating the recommended sale price of saiga derivatives. The consultant collects information from marked inventories, potential buyers, official market sources, government bodies, and the official exchange rate of the National Bank of Kazakhstan. For primary sales, the recommended price is generally calculated as the average of the three highest comparable offers from potential buyers; if only two valid offers exist, the average of those two offers is used. The consultant must standardize offers, exclude incomplete or unreliable submissions, and select the highest-priced comparable offers, provided the difference between the highest and lowest selected prices does not exceed 20 percent.
The methodology also regulates how the authorized body sets and approves sale prices. After receiving and reviewing the consultant’s report, the authorized body determines the primary sale price based on the recommended price. If the report does not comply with the methodology, it is returned for revision. For subsequent sales, prices are based on results from previous tenders. When tenders fail, a corrective coefficient of 0.8 is applied to reduce the previously established price. If sales remain unsuccessful after this adjustment, a new consultant-led valuation must be conducted. Final sale prices are formalized through a decision of the authorized body and communicated to the seller for implementation in accordance with the national legislation.
