Abstract
This Order establishes the procedure for fishery management at fishery waterbodies and (or) parts thereof. Fishery management shall be intended performance of economic activities by natural persons and legal entities aimed at obtaining valuable fish products through the sustainable use of fishery resources and other aquatic animals, their protection, reproduction, growing, catch, processing and trade. In order to perform fishery management natural and legal persons must be in possession of: (a) decision by local government on allotment of fishery waterbody and (or) parts thereof; and (b) contract concluded in accordance with model form with local government. Fishery management shall be based upon the following principles: (a) fishery management based on an optimal combination of environmental, economic, scientific and other interests; (b) preservation of species diversity of fish and other aquatic animals, establishing regime for their use on the basis of scientific recommendations, provided for lake-commercial fishfarming; (c) separation of the right to use fish resources from the right to use waterbodies; (d) restrictions for the purpose of protection of fish stocks and rights of other users of fishery ponds; (d) mandatory state ecological expertise of biological substantiation for catch and use of fish resources and other aquatic animals; and (e) full compensation to users for damage caused to the ichtyofauna of waterbodies and their natural habitat.
