Abstract
This Order establishes Sanitary and epidemiological requirements for collection, management, use, disinfection, transportation, storage and disposal of domestic and non-domestic waste, classified as solid domestic waste and medical waste. Collection and temporary storage of industrial waste is shall be performed by physical persons and legal entities in the operation of facilities, buildings, edifices, structures and other sites, the activity of which generates industrial waste, with subsequent removal autonomously or by specialized entities through the conclusion of relevant contracts for further disinfection, burial, use or disposal. Collection and temporary storage of industrial waste shall be performed at production facilities in special sites(s) corresponding to the hazard class of the waste. Waste as far as it accumulates shall be collected separately for each waste group according to the hazard class. Waste shall be classified according to the degree of impact on human health and the environment into five classes of hazard: (a) Class 1 - extremely hazardous; (b) Class 2 - highly hazardous; (c) Class 3 - moderately hazardous; (d) Class 4 - low hazard; and (e) Class 5 - non-hazardous. Waste may be accumulated and temporarily stored for a period not exceeding six months, up to their transfer to third parties involved in management, recycling and disposal, and also removal of waste that cannot be recycled or disposed of. Wastes in liquid and gaseous state are stored in sealed containers. As it accumulates waste must be removed from the territory of the industrial facility or neutralized at the production site. Permissible volume of industrial waste at the industrial site is determined autonomously by business entities. Collection, management, application, disinfection, transportation, storage and burial of domestic waste shall be performed by specialized organizations. In small inhabited areas, in the absence of specialized waste collecting organizations, managing landfill sites and solid domestic waste dumping sites, autonomous waste collecting and transportation shall be organized under supervision of the local government. Food waste of public catering, trade and educational facilities, sanatorium-resort organizations shall be collected in containers with lids, stored in the cooled room or in the refrigerating chamber.
