Abstract
This Order establishes "Sanitary and epidemiological requirements for the collection, use, application, treatment, transportation, storage and disposal of domestic and non-domestic waste”. It includes recycling and reprocessing of liquid and solid waste. Domestic (consumption) waste shall be classified as solid domestic (municipal) waste and medical waste. Collection and temporary storage of industrial waste shall be carried out by natural persons and legal entities in the process of operation of facilities, buildings, structures, constructions and other facilities, which generate industrial waste as a result of their activities, and the aforesaid operations shall be regulated by contracts with specialized business entities for further treatment, disposal (burial) or recycling of waste. At production facilities, collection and temporary storage of non-domestic (industrial) waste shall be performed at special sites (locations) that correspond to the hazard class of waste. Waste, as it is accumulated, shall be collected separately for each group of waste in accordance with the hazard class. According to the degree of impact on human health and the environment, waste shall be classified into the following five hazard classes: (a) 1st class - extremely hazardous; (b) 2nd class - highly hazardous; (c) 3rd class - moderately hazardous; (d) 4th class - slightly hazardous; and (e) 5th class - non-hazardous. On the territory of settlements collection, use, application, neutralization, transportation, storage and burial of domestic (consumption) waste shall be performed by specialized organizations. In small settlements, in case of specialized organizations for collection, removal and maintenance waste disposal sites for solid domestic waste, shall be organized landfills with autonomous transportation of domestic waste under supervision and servicing by local government. Food waste from catering and trade facilities, general education institutions, sanatoria and resort organizations, except for infectious disease hospitals, including tuberculosis hospitals, dermatological and venereal diseases shall be collected in containers with covers and kept in a refrigerated room or in refrigerated chambers.
