Abstract
This Order validates rules for the provision of two public services in the fisheries sector: (1) approval of the installation of fish-protection devices at water intake and discharge structures, and (2) issuance of certificates of fish catch origin. The order was adopted pursuant to legislation governing public services and the protection and use of wildlife resources.
The first set of rules establishes the procedure for obtaining approval to install fish-protection devices designed to prevent fish and other aquatic animals from entering water intake or discharge facilities. Applications must be submitted electronically through the national e-government portal (www.egov.kz) and are processed by territorial divisions of the Fisheries Committee. The service is provided free of charge and normally within two working days. Applicants must submit an electronically signed application and project documentation, while certain registration and identity information is obtained automatically from government databases. The rules specify grounds for refusal, procedures for issuing approvals, monitoring requirements, and mechanisms for administrative appeals.
The second set of rules regulates the issuance of certificates confirming the origin of fish catches, which are required for fish and other aquatic animals harvested from natural waters or under reclamation fishing activities. Applications are likewise submitted digitally through the e-government portal and processed within two working days without charge. Applicants must provide information about catch locations, species, quotas or limits, volumes harvested, and relevant fishing permits. The service results in either the issuance of a catch-origin certificate or a reasoned refusal. The rules also establish appeal procedures, documentation requirements, and standardized application and refusal forms, thereby further digitizing and streamlining fisheries-related public services in Kazakhstan.
