Abstract
The National stock of veterinary drugs is a certain volume of constantly updated veterinary drugs used when eliminating epizootic foci and preventing the risk of spread of particularly dangerous animal diseases included in the List of particularly dangerous animal diseases, the prevention, diagnosis and elimination of which are carried out at the expense of budget funds. The National stock of veterinary drugs is created from the volume of veterinary drugs purchased under budget programs. Stock standards for types of veterinary drugs are formed annually by the department based on epizootic monitoring data over the past year and a forecast of the possibility of the spread of particularly dangerous animal diseases in planned year. Use of the National stock of veterinary drugs is carried out by decision of the Chief State Veterinary and Sanitary Inspector on the distribution of veterinary drugs from National reserve in the following cases: (a) outbreaks of particularly dangerous animal diseases included in the List; (b) carrying out unscheduled veterinary measures in case of the epizootic outbreak; (c) carrying out unscheduled veterinary preventive measures in order to prevent the introduction and spread of particularly dangerous animal diseases, included in the List; (d) updating the National stock of veterinary drugs before they expire shelf life, through use in carrying out planned veterinary preventive measures with subsequent replenishment according to similar quality of veterinary drugs; (e) carrying out planned veterinary preventive measures against particularly dangerous animal diseases included in the List; (f) carrying out disinfection of vehicles at veterinary control points; and (g) carrying out emergency measures. Write-off of veterinary drugs from the National stock in case of their use, as well as write-off in case of their destruction upon expiration of their storage period or deemed unsuitable for intended use based on the results of laboratory research is carried out by a commission constituted by order of the head of the department. The commission consists of a chairman and four members.
