Abstract
This Order establishes the legal framework, objectives, and operating procedures of a state information system designed to support monitoring, analysis, digitalization, and governance of the aquaculture sector.
The Rules define key concepts such as aquaculture, aquaculture species, aquaculture entities, and entities supporting aquaculture development. The Aquaculture Information System is intended to monitor sector development, maintain a register of aquaculture operators, ensure traceability of aquaculture products and processed products, and collect sectoral data. The authorized state body is responsible for continuous monitoring and analysis of aquaculture activities, maintaining registers of aquaculture entities and non-compliant operators, and integrating the system with e-government infrastructure and other state databases. The system gathers data on production, imports and exports, business entities, and state support measures from multiple government information systems.
The regulation also establishes technical, security, and operational requirements for the system. These include role-based access control, audit logging of user activities, cryptographic protection of transmitted information, backup and recovery functions, search capabilities, and automated data collection. The authorized body must provide technical maintenance, user support, data quality control, reporting, and system improvements. Access is provided free of charge to aquaculture entities, subject to registration, authentication through a login, password, and electronic digital signature, while personal data processing and information security must comply with Kazakhstan’s legislation on personal data protection and information security.
