Order No. 7-1/587 of the Minister of Agriculture validating Veterinary (sanitary-veterinary) regulations.

This Order establishes requirements for objects of state veterinary and sanitary control and supervision, and also establishes the procedure for application of veterinary measures that are mandatory for natural and legal persons. It establishes that to the purpose of veterinary, sanitary and zoohygienical control reproductive and somatic cells shall be taken from clinically healthy animals located in the territories free of infectious animal diseases. Manufacturing, import, trade and use of veterinary drugs and feed additives shall be authorized only after they have passed state registration, except for the cases of manufacturing, import in the volumes required for the registration tests. Handling of veterinary drugs, feed and feed additives, including manufacturing, import, transportation and trade, application (use) shall be subject to mandatory state veterinary and sanitary control and supervision. Import, transportation of veterinary drugs and feed additives of chemical and microbiological synthesis in accordance with the Unified veterinary requirements shall be carried out without a veterinary certificate in the presence of accompanying document confirming their quality and safety, issued by the manufacturer. Vehicles entering the territory of the Republic of Kazakhstan from the border territory of the neighboring states in which it is registered an outbreak of highly dangerous animal diseases shall be disinfected. Veterinary research, including procedures for the use of animals, as well as the premises and areas where scientific research is carried out shall meet the requirements of the legislation of the Republic of Kazakhstan in the field of veterinary medicine. In internal trade facilities for compliance with the requirements, state veterinary and sanitary control and supervision shall be performed on mandatory basis. State veterinary and sanitary control and supervision at facilities of internal trade shall be applicable to moving (transported) objects. The diagnosis for livestock shall be based on the results of laboratory tests with the consideration of epizootic, clinical, allergic, helminthic and pathological anatomical data. Veterinary specialists shall perform disinfection, deratization and disinfestation with the use of drugs registered in the Republic of Kazakhstan and (or) member states of the Eurasian Economic Union, as well as shell perform diagnostics, specific prevention of the disease, using specific means of specific prophylaxis registered in the Republic of Kazakhstan and/or member states of the Eurasian Economic Union.
