Order No. 78 of the Minister of Agriculture “On the introduction of restrictions and prohibitions on the use of fish resources and other aquatic animals, their parts and derivatives, and the establishment of places and periods of their use”.

This Order introduces updated restrictions, prohibitions, and permitted periods for the use of fishery resources and other aquatic animals throughout the national territory.

It prohibits the use of illegal fishing methods such as spears, traps, explosives, poisons, electric current, and unauthorized gear, restricts bycatch levels, and bans the capture of undersized fish. Additional protections include bans on harvesting Artemia cysts during reproduction periods, permanent no-fishing refuge zones, restrictions in wintering pits, and year-round prohibitions on sturgeon fishing in designated regions.
The order also specifies the locations and periods during which fishing and harvesting activities are permitted once seasonal closures end. These provisions define legal fishing seasons for each river basin, reservoir, lake, and coastal area, including recreational and commercial fishing as well as collection of Artemia cysts and crayfish. The regulation balances resource use with conservation objectives by reopening fisheries outside breeding periods while maintaining protected areas and special restrictions in ecologically sensitive zones. Through these measures, the country seeks to ensure the sustainable management of fishery resources, preserve aquatic biodiversity, and align fisheries governance with modern environmental protection requirements.
