Presidential Decree No. 286 “On measures for ensuring socio-economic stability.”

The President, in order to delimit powers within public administration in crisis situations that create, or likely to create, risks to the life and health of the population, the constitutional order, protection of public order, stable functioning of the state system, decrees that the President as the highest official who defines the main directions of the domestic and foreign policy of the state and representing Kazakhstan internally and in international relations, has the right to adopt acts or give instructions to public authorities, including those envisaging different regulation of socio-economic sphere o the following issues: (a) import and export of goods essential for subsistence of the population and the economy; (b) setting tariff ceilings and prices for food and other goods, necessary for the continuous subsistence of the population and the economy; and (c) public procurement.
