Abstract
The purpose of this Decision is to define the list of project activities that must conduct environmental impact assessment (EIA), prepare environmental management and monitoring plans, in accordance with environmental protection laws and related regulations.
The Decision establishes mandatory requirements for projects that may significantly affect the environment. It specifies categories of activities that must undergo EIA, including large-scale energy production, mining, oil and gas operations, industrial manufacturing, infrastructure development, and agricultural expansion.
It also outlines thresholds for project size or capacity that trigger EIA obligations, such as hydropower plants above 5 MW, major mining operations, large factories, and urban development projects. The Decision reinforces compliance with national environmental laws and requires project developers to prepare mitigation and monitoring plans.
