Abstract
This Decree establishes the specific technical criteria used to classify the size of Micro, Small, and Medium Enterprises (MSMEs) in the Lao PDR. Its primary objective is to clarify these classifications to ensure that government promotion policies are targeted effectively and support the sustainable development of the MSME sector.
The size of an enterprise is determined based on three main indicators across the sectors of production, commerce (trade), and services: Average number of employees per year; Total value of assets; Total annual business revenue. If a single enterprise meets criteria for multiple size categories, the total annual business revenue serves as the deciding factor.
