Abstract
This Decree establishes the regulations for the management, monitoring, and use of the MSME Promotion Fund in the Lao PDR. The fund is a non-profit state financial entity designed to provide financial and technical support to micro, small, and medium enterprises to enhance their competitiveness and contribution to the national economy.
The fund is capitalized through state budget allocations, grants from domestic and international organizations, interest from loans, and other legal income sources. Financial assistance is provided through low-interest loans (via commercial banks or financial institutions), credit guarantees, and technical grants for capacity building and product development. To access the fund, enterprises must be officially registered MSMEs that comply with relevant laws and have viable business plans or technical projects.
