This Governmental Decree establishes the legal framework for managing and monitoring the international trade of endangered aquatic animals, wildlife, and wild plants in alignment with CITES obligations. It aims to prevent the illegal exploitation of biodiversity while promoting sustainable trade practices and international cooperation. The Decree provides a centralized system for protecting species from extinction by controlling their movement across national borders and ensuring all trade activities adhere to scientific and environmental safety standards.
The Decree outlines the administrative procedures for issuing permits and certificates required for the import, export, and transit of regulated species. It defines the specific roles of the CITES Management Authority and Scientific Authority in Laos, detailing the criteria for species classification and the technical requirements for facility inspections. Additionally, the Decree sets forth prohibited actions and establishes a tiered system of sanctions, including fines and legal prosecution, to deter the poaching and smuggling of endangered biological resources.
