Abstract
This Law on Local Administration establishes the comprehensive legal principles and regulations governing the organization and activities of local administrative bodies across Laos. It aims to strengthen local governance through transparency and systematic management, ensuring the effective implementation of the Constitution, national socio-economic development plans, and state budget laws.
The Law emphasizes local accountability to both the central government and local People's Councils while protecting the rights and interests of the state and its citizens. It organizes local administration into three distinct levels: provincial (including Vientiane Capital and provinces), district (including districts and cities), and the sub-district or "Taseng" level. Each level is managed by an administrative committee responsible for various sectors, including politics, economics, natural resource protection within its jurisdiction. The 2025 amendment focuses on centralizing state management through unified coordination while delegating specific responsibilities to local authorities to enhance public service delivery.
