Abstract
This Law amends some articles of the Law on Water and Water Resources to clarify and ensure the implementation of water and water resources in accordance with the actual situation.
The Law revises Article 36 and introduces Articles 36/1 and 36/2 to strengthen water resource management. It defines objectives for water use, including consumption, agriculture, energy, industry, health, and tourism, and requires permits for medium- and large-scale usage. Water diversion is classified as permanent or temporary and must prioritize national interests, equity among users, and ecosystem preservation. Such projects require environmental impact assessments, technical plans, and official approval.
Article 36/2 specifies decision-making authority: the National Assembly for large catchments or relocations over 500 families, the government for medium-scale projects, and provincial councils for smaller ones. Article 67 lists prohibitions, including unauthorized water use, extraction, construction in protected areas, and pollution, aiming to safeguard water quality and prevent environmental harm.
