Abstract
The Law on Water and Water Resources (2017) establishes a comprehensive legal framework for the governance, conservation, and utilization of water resources in Laos. It defines fundamental principles for integrated and sustainable management, aiming to balance national socio-economic development with environmental protection. The legislation categorizes water resources and sets the foundation for all water-related activities, emphasizing the need to secure water for various sectors and prevent degradation through a centralized regulatory approach.
The Law details specific regulations for water use, requiring permits for extraction and consumption, and imposes strict controls on wastewater discharge and pollution. It outlines measures for protecting water sources, managing water quality, and preventing damage from water-related hazards. Furthermore, the text mandates the development of master plans and projects for water resource development, highlighting the importance of infrastructure and systematic management to support the nation's needs.
To ensure implementation, the Law clearly assigns roles and responsibilities to various governmental bodies at national and local levels. It also includes provisions for public participation in water resource management and establishes a regime of penalties, including fines and other sanctions, for individuals or entities that violate the Law's provisions, thereby enforcing compliance and accountability.
