Abstract
These Regulations, made under provisions of the Saint Lucia Air and Sea Ports Authority Act, concern measures for ensuring the implementation of the Act. The Regulations, consisting of 158 sections and divided into eleven parts, define the following relevant terms: animal; authority; authorised person; dangerous goods; exports; goods, including animals; imports; owner of goods and ships; port; port area; transhipment goods. The Regulations concern the following matters: control of ports; general restrictions on persons entering or leaving a port; restriction on trading activities in a port area; restriction on activities of a person in a port area, including: fishing, removing any timber, wood, vegetation or growth from any land of the Authority used by or for the purposes of the Authority, deposit any refuse, rubbish or waste; pilotage and towage; ships report, movement, berthing and liability for damage; general control of landing and shipping cargo; general provisions concerning ship management; goods not allowed to float in a port; refuse not to be deposited in a port; damaging any submarine cable or other underwater construction; treatment of animals ashore or afloat in a port area and when landed, discharged or shipped; general provisions concerning transport, handling and landing of dangerous goods, including petroleum and all other inflammable liquids; general safety regulations; marking of packages; offences and penalties.
