Abstract
This Act, divided into twelve parts and consisting of 106 sections, provides for establishing the Air and Sea Ports Authority, empowered to co-ordinate and integrate systems of airports, seaports and port services. The Act defines the following relevant terms, including: authority pilot; authority; animal; goods, as all kinds of movable property including animals; perishable goods, including fish, fruit, vegetables, meat, poultry, game, butter, eggs, milk, cheese, plants, small animals; port. Part 2 concerns: establishment, constitution, management and staff of the Authority; Part 3 concerns: powers and duties of the Authority; provisions relating to land tenure, ownership, acquisition and vesting of land; Part 4 focuses on financial provisions. Further parts concern: responsibility of the Authority as a warehouser, including liability for loss or damage of goods; ship and aircraft dues and charges; pilotage; special provisions in case of accidents; roles and powers of Saint Lucia port police; offences and damage to property; legal provisions.

An Act to establish an Authority to be known as the Saint Lucia Air and Sea Ports Authority, to provide for co-ordinated and integrated systems of airports, seaports and port services, to transfer to and vest in the Authority the assets, liabilities and functions of the Saint Lucia Port Authority and the assets, liabilities and generally the functions of the Airport Division of the Ministry of Communications and Works and for other connected matters.
