This regulation aims to establish measures to ensure Liechtenstein's natural gas supply in the event of a severe shortage between November 1, 2022, and April 1, 2027. The energy provider Liechtenstein Wärme is required to maintain a strategic reserve of 80 GWh of commercially standard natural gas, available by November 1 each year. The government controls the release of this reserve and recipients must pay the acquisition cost. Any released amounts must be replenished annually. The reserve can be dissolved early if it's no longer necessary. Funding is provided by the state, with financial activities reported separately in Liechtenstein Wärme’s accounts. A formal agreement between the government and Liechtenstein Wärme will define the procedures for procuring, releasing, and dissolving the reserve, as well as reporting duties.
