Abstract
These Regulations are enacted under Section 61 (1)(sa) and (sb) of the Fisheries and Aquatic Resources Act, No. 2 of 1996.
“Skipper” means the person having command of a fishing vessel and provides instructions on the route, estimate of the catch and management of the boat workers and the crew and includes a Master or Captain who serves in the same capacity in a fishing vessel. These regulations shall be applicable to persons who apply to serve as skippers of multiday local fishing boats having a length of not less than ten decimal three meters (10.3m). No person shall serve as a skipper in a multiday local fishing boat having without obtaining a Certificate of Competence issued by the Director-General of the Department of Fisheries and Aquatic Resources or a coxswain license issued by a recognized maritime training institute for the purpose.
