Tenth Amendment to the Constitution Act, 2025.

The Tenth Amendment to the Constitution Act, 2025 introduces extensive constitutional reforms aimed at strengthening democratic governance, accountability, human rights protection, public administration, parliamentary autonomy, security sector oversight, and the management of public resources in Lesotho. The amendment introduces affirmative action measures for marginalized groups, and broadens standing before courts by allowing public interest litigation in cases involving the infringement or threatened infringement of constitutional rights. Also, the Act substantially reforms public administration and constitutional institutions. It reinforces the autonomy of Parliament through the creation of a Parliamentary Service and Parliament Service Commission and enhances parliamentary oversight over public expenditure, government performance, and the approval of international conventions and treaties. Further it strengthens the independence and functions of the Human Rights Commission and creates the Lesotho Independent Anti-Corruption and Ethics Commission.
As to natural resources and sustainable development, the amended constitutional Preamble recognizes the need to manage natural resources sustainably and efficiently for the equitable benefit of present and future generations and affirms sustainable development as a foundational national objective.
