Abstract
Article 1 defines the competence of regional center of waste management and determines the operation and functioning of the facilities for the processing of unsorted household waste. Article 10 shall be supplemented with item 1 establishing that local governments, when developing regional waste management plan, in addition to what is provided for in the regulatory acts on state and regional waste management plans and the state waste prevention program with respect to the waste management region, determine: (a) household waste landfills, where household waste disposal will continue, and household waste landfills, where household waste disposal will be discontinued; (b) rules of operation of household waste landfills; (c) the number of regional waste management centers; and (d) municipalities that participate in the establishment and operation of each regional waste management center. Article 12 shall be supplemented with item 7 (1) establishing that if the waste manager has been issued with several permits for the activities related to processing or regeneration of waste in accordance with the regulatory enactments on pollution, he may submit one financial guarantee to the State Environmental Service for the activity for which the largest financial guarantee has been determined. Article 20 shall be supplemented with item 5 (2) specifying the competence of the Cabinet of Ministers related to household waste preparation for re-use, recycling and material recovery goals and their fulfillment deadlines; the determination of the amount of composted organic waste, waste intended for reuse and food waste in weight units and the frequency of determination; and biological waste processing goals and their deadlines. Article 40 shall be supplemented with item (1) specifying that the unsorted household waste treatment tariff, as well as the separate household waste disposal tariff, if waste separated from unsorted household waste and buryable is accepted for disposal, shall be determined in accordance with the procedure provided for in the Law "On Public Service Regulators" in accordance with the methodology for calculating these tariffs determined by the Public Services Regulatory Commission.
