Abstract
This Resolution consisting of 16 articles aims to establish the General Authority for Marine Wealth unfertaking the following main tasks as outlined in Article 3 (i) develop plans and programs to implement public policies in the field of marine resources; (ii) propose necessary programs to implement the decisions of the basic popular conferences in the marine resources field; (iii) prepare and implement a national program for the development of marine resources, ensuring it meets community targets; (iv) propose and regulate loan programs for marine resources purposes; (v) monitor the implementation of infrastructure projects related to marine resources; (vi) assist in providing productive units related to marine activities to expand ownership bases and transition to production; (vii) encourage investment in various marine resource activities through establishing demonstration farms and specialized exhibitions in marine fishing and related services; (viii) apply and monitor the enforcement of laws protecting marine resources; (ix) perform consultancy, studies, and design projects related to marine resources; (x) implement and manage aquaculture projects, promote their development, and encourage private sector participation; (xi) organize marine fishing and aquaculture activities, establishing foundations and regulations in accordance with current legislation; (xii) issue fishing licenses for Libyan waters and designated protected fishing zones in the Mediterranean, setting the terms for investment and foreign partnerships; (xiii) approve national fishing units' operations, investments, or maintenance activities outside Libya; (xiv) develop a database, compile statistics on marine activities, and periodically analyze them to derive necessary interventions; (xv) conduct maritime inspections of fishing units and issue seaworthiness certificates; (xvi) maintain a general registry for registering and de-registering fishing vessels and issuing related documents; (xvi) develop plans and programs to address pollution, diseases, and epidemics affecting fisheries and other marine resources; (xvii) implement educational and awareness programs and conduct training for workers in the marine field; (xviii) supervise the management and operation of marine fishing ports and harbors; (xix) encourage private sector involvement in marine resources, and work on their qualification and training; (xx) participate in regional and international organizations' activities, implement agreements, technical cooperation records, and memorandums of understanding related to the Authority’s field in coordination with relevant bodies.
The Authority is managed by a Management Committee, responsible for developing plans and programs to achieve the Authority's objectives, establishing technical rules, preparing budgets, directing supervised entities, evaluating their work, and proposing the organizational structure and staffing.

This Resolution enters into force on the date of its issuance and shall be published in the Code of Procedures.
Notes
The General People's Committee's Decision No. 55 of 1372 Hegira, which amended the name of the Port Construction and Maintenance Authority and enacted certain provisions, and Decision No. 88 of 1373 Hegira, which assigned responsibilities to the National Marine Investment Authority, are hereby revoked. Additionally, the Marine Resources Management is removed from the administrative framework of the Agriculture, Livestock, and Marine Resources Sector.
