Decree No.2-15-890 issued on March 24 of 2016 defining the terms of reference and organization of the Ministry of Agriculture and Maritime Fisheries - Maritime Fishing Sector.

This Decree consisting of 16 articles aims at definying the tasks of the maritime fishing sector of the Ministry of Agriculture and Maritime Fisheries relating to preparing and implementing government policy in the fields of (i) marine fishing; (ii) mariculture; (iii) industries; (iv) processing and transformation of marine fishing products; (v) navigation; (vi) marine formation; and (vii) marine environment related to marine fishing.
To this end, it is entrusted to it with the following main tasks (i) plan a strategy for the development of the marine fisheries sector and the works related to it; (ii) ensure the sustainability of the living marine resources in the EEZ and their rational exploitation; (iii) carry out scientific research, as well as technical, economic and social studies; (iv) ensure the respect of the legislative and regulatory texts in force in the field of practicing marine fishing and marine aquaculture activities; (v) ensure the implementation of the sector’s strategy regarding inspection and administrative police for marine fishing and combating illegal, unauthorized and unregulated fishing by ensuring compliance with the legislative and regulatory texts related to marine fishing, and measures taken to preserve and manage the exploitation of marine resources; (vi) prepare and update the national plan to monitor marine fishing activities; (viii) control the preservation of the quality of marine products; (ix) issue licenses and accreditation, at the sanitary level, for sea fishing vessels; (x) take measures aimed at increasing the value of sea fishing products; (xi) ensure the implementation of the legislative and regulatory texts related to registering seafarers and maritime work, including cleanliness and the formation of the crew and disciplinary and criminal system; and (xii) gurantee monitoring and inspection of fishing vessels in accordance with the legislative and regulatory texts in force in the field of ship safety.
Regarding the organizational structure, the marine fishing sector of the Ministry includes, in addition to the Minister’s office, a central administration and decentralized interests. The departments of the central directorates of the Ministry of Agriculture and Maritime Fisheries are organized according to a decision of the government authority in charge of marine fishing, which is indicated by the governmental authority in charge of finance and the governmental authority in charge of the public function.
