Abstract
The Food Security Strategy of the Republic of Moldova for the years 2023-2030 is the public policy document for medium-term planning, which reflects the strategic vision and priorities of the Government regarding ensuring the country's food security, the development of sustainable food and management systems of risks in the context of international crisis situations. The concept of food security is based on increasing the domestic supply and substitution of imports. Self-sufficiency, however, does not guarantee food security, and integration into the global and regional food system offers a proposed diversity of supply sources and access to new products that cannot be produced locally and has an important role in ensuring the country's food security, including from the point of view of economic accessibility, especially if international trade is not affected by crisis situations. In general terms, the necessary amount of calories in the diet of the population of the Republic of Moldova is ensured.
The authority responsible for implementing the presented Strategy is the Ministry of Agriculture and Food Industry, jointly with the Ministry of Economy, in partnership with the Ministry of Finance, the Ministry of Health, the National Bureau of Statistics, the National Agency for Food Safety, the Agency for Material Reserves, the Competition Council. In the process of implementing the presented Strategy, other central and local public administration authorities, non-governmental organizations, as well as international development partners will be co-opted. The provisions of the presented Strategy are valid and binding for all institutions involved in the process of ensuring the country's food security, regardless of legal status, which will provide the necessary support in achieving the objectives set by the Strategy in question.
Food security in the context of crisis situations and in the context of the evolution of the situation at the regional and international level, the Republic of Moldova faces increased risks for ensuring food security and the sustainable development of the country, the impact of which by a series of crises and challenges produces cumulative effects on multiple dimensions. Through this Strategy, the state's efforts and interventions are to be corroborated in order to increase the population's access to sufficient, safe and nutritious food, improve the quality of food, increase the purchasing power of the population and reduce the gaps related to food access for different categories of people.
The specific objectives of the Strategy are: 1. Improving the governance of the field of food security in order to prevent and more effectively manage potential food insecurity crises; 2. Facilitation of international trade with agro-food products and means of production necessary for the agricultural sector; 3. Development of an efficient and safe local market; 4. Increasing production and productivity in the agrifood sector; 5. Development of mechanisms to reduce security risks food for vulnerable groups.
