Government Decree No. 28 validating Government Program "Prosperous, safe, European Moldova".

The Government, in order to achieve the goals of transforming the state, will ensure effective governance: capable central and local authorities, professional and well-paid officials, modernized and transparent processes, consultations with civil society, business and academic environment. The Government will establish mechanisms of institutional discipline and continuous monitoring of the execution of the approved decisions.
Government Program "Prosperous, safe, European Moldova" sets forth the following objectives: (a) developing the mechanism for ensuring discipline and evaluating public authorities and state enterprises, as well as defining appropriate performance criteria for their activity; (b) promoting measures to deregulate the economy, creating the preconditions for the launch of new businesses by facilitating the opening, development and internationalization of businesses; (c) increasing the influx of foreign and local investments in all fields, including agricultural production, processing enterprises and post-harvest infrastructure; (d) implementation of coherent policies and measures to accelerate the transition to the circular economy and the green economy; (e) increasing the competitiveness of the agricultural sector and facilitating the access of domestic producers to new markets; (f) accelerating the modernization of the health system; and (g) significant reduction of poverty among children by improving benefits and support services for families with children in difficult and risky situations.
