Government Decree No. HG1093/2007 validating the Regulation on procedures and documents relating to Animal identification and traceability systems.

State register of species is a composite part of the Animal Identification and Traceability System, which contains a collection of data in electronic format, including information on identifying each species at the national level. National operator of the Animal Identification and Traceability System shall be state enterprise «Rеgistrul animalelor». This Regulation establishes the activities, competencies, tasks, responsibilities, rules, documents related to the Animal Identification and Traceability System, when identifying and registering facilities, animals, as well as when recording the movement of animals and events in order to ensure the principle of traceability of living animals. Animals identified by other means of identification incompatible with automated information system the Animal Identification and Traceability System, not managed by the National Operator are considered unidentified. The competent authority develops proposals for bringing into compliance, changing technical specifications of identification means, in accordance with EU requirements, and submits them for approval by the Ministry of Agriculture and Food Industry. National operator: (a) accepts and checks the correctness of filling out applications (complete completion, accuracy of data, signature of the owner), registers the data in the Animal Identification and Traceability System; (b) registers in the database, through its territorial offices located in the buildings of the district/municipal departments of veterinary sanitation and safety of products of animal origin or in other places, identification data and events relating to animals and objects; (c) supplies means of identification authorized for these purposes by the competent authority, manages means of identification in the database when issuing them; (d) registers only identified animals by identification means managed in the database, suspends, closes, assigns or changes the status of the facility in the database in accordance with the procedures of this Regulation and, if necessary, at the request of the competent authority; and (e) issues identification forms - F1, traffic forms - F2, event registration forms - F3, confirming the registration of data from submitted applications. Information on the number of registered animals, movement, events with facilities and animals, issued only by the National Operator, is considered official.
