Abstract
The National Program aims to promote equality based on gender and combating gender stereotypes; “0” tolerance for all forms of violence against women and domestic violence; ensuring effective multidisciplinary response to incidents of violence, focused on victim, through the development of sufficient and adequate social services for meeting the needs of victims and effective response to the system of justice in cases of violence by bringing perpetrators to justice and developing programs for aggressors. The program was developed by the Ministry of Labor and Social Protection.
The goal of the National Program is to develop a reliable base of comprehensive cross-sectoral policies by establishing partnerships with key stakeholders from the public sector, private sector, civil society and media for coordinated national and local response aimed at preventing and combating all forms of violence against women and girls and domestic violence, with a focus on the needs of female victims and their children.
The National Program includes a commitment by the authorities to carry out awareness-raising work to prevent violence against women and make it mandatory to include official curricula at all levels of education on aspects of equality between women and men, gender roles, mutual respect, non-violent resolution of conflicts in interpersonal relationships, gender-based violence against women and rights to personal privacy. In addition, there are mandatory measures to train specialists working with victims and aggressors. The National Program provides for measures that must be implemented by the media information and the private sector, and promotes comprehensive measures related to women and girls who are victims of violence, including women exposed to multiple vulnerabilities and their children.
The National Program contributes to the formation of prerequisites for maintaining peaceful and safe society, which begins with the demotivation of deviant behavior leading to violence in society, with a primary focus on prevention of domestic violence, sexual violence and violence against children, including introduction of non-discriminatory social and gender norms and solutions of problems of victims and survivors of violence using an integrated approach.
