Abstract
Regional development policy in the Republic of Moldova is national prerogative, the implementation of which is coordinated by central and local public authorities, which participate in it within the framework of a participatory process aimed at implementing regional projects and programs. Their ultimate goal is focused on creating necessary conditions to ensure income, employment and safe living conditions for citizens, to attract investment and improve regional infrastructure.
This Strategy, as an “umbrella” document of state policy of strategic planning of regional development of the country, represents the strategic vision and priorities of the Government, when considering territorial scales, sectoral interventions, as well as institutional relationships to promote partnership between central and local public authorities.
The Strategy will ensure the transition to a new concept of regional development, based on the following implementation principles: (a) further national regional development policy will consider not only supporting disadvantaged regions, but also strengthening the competitiveness of regional growth poles; (b) the national regional development policy will introduce a unified and an integrated approach involving interministerial coordination of all government interventions aimed at supporting regions and localities of the country; (c) the role of the Ministry of Infrastructure will be strengthened and regional development as a central body empowered for integration and interministerial coordination of measures related to sectoral policy interventions to support regional development and settlements; and (d) the national regional development policy will be focused on prioritizing investment projects of increased regional impact (at least 20 thousand residents), thereby encouraging cooperation between communities and regionalization of public services.
National Regional Development Strategy is aimed at promotion of territorial cohesion and prevention of exclusion, support of support adaptation of regions to climate change, risk prevention and disaster resilience.
The Republic of Moldova, in which the share of the rural population is 57%, is currently the most rural state on the European continent. This situation is the main challenge in efforts for the uniform development and modernization of the country, and increasing quality of life of citizens. One of the main characteristics of rural areas is scattered human settlements (more than 1,600 settlements), which is aggravated by administrative fragmentation: 844 rural local public authorities. Due to this excessive fragmentation, the administrative and financial capacity of the vast majority of local public authorities from rural areas is very low, which is a significant obstacle to the organization and ensuring the effectiveness of local public services, as well as to the feasibility of policies affecting local economic development. In order to improve infrastructure and living conditions in rural areas, investments are needed in the renewal and reconstruction of water supply and sewerage systems. The revival of rural areas in order to stop the negative trends of economic and social decline, including the reduction in the population of villages, will become one of the Government’s priorities.
In accordance with the new paradigm of regional development of the Republic of Moldova, strategic vision of this Strategy is to support the growth of competitiveness and sustainable development of each region, adjusting disparities and increasing quality of life of citizens.
