Government Decree No. HG491/2019 validating the Concept of Automated information system "State water cadastre".

Concept of Automated information system "State water cadastre" is a set of organizational, technical, software and frames used for collection, processing, transmission and storage of information for the purpose of accounting data on water resources and the possibility of providing interested parties with information regarding their condition and protection throughout territory of the Republic of Moldova. Automated information system "State water cadastre" when interacting with systems of other sectoral organizations allows: (a) to minimize the costs of entering and updating the entire complex of data; (b) increase the level of reliability and complexity of information; and (c) significantly reduce the period of collection and processing of data used for making management decisions. Automated information system "State water cadastre" forms the State Water Cadastre, which is a set of systematized data on the following objects: (a) hydrographic network; (b) waterbodies; (c) hydraulic structures; (d) security zones and strips; (e) protected areas; (f) water abstraction and discharges; (g) water balance; and (h) management of hydrographic basins. Automated information system "State water cadastre" is designed to ensure the formation of an information database about water resources and submission of information to the Government, the Ministry of Agriculture, regional development and environment in the development and implementation of policy in the field of environmental protection, as well as public authorities: supervisory authorities in field of automation, other natural persons and legal entities, in the manner established by acting legislation. Updating Automated information system "State water cadastre" data involves systematically introducing changes (additions, corrections) to the system database in accordance with the information provided by the following organizations in the field of water resources management: Ministry of Agriculture, Regional Development and Environment; Environment Agency; Agency "Apele Moldovei"; State Hydrometeorological Service; Agency for Geology and Mineral Resources; Environmental Protection Inspectorate; National Agency for Public Health; other institutions. All changes are stored in the Automated information system "State water cadastre" in chronological order. The owner of the Automated information system "State water cadastre" is the state. The manager of the Automated information system "State water cadastre" is the competent authority - Ministry of Agriculture, Regional Development and Environment, which provides legal, organizational and financial conditions for the functioning of the Automated information system "State water cadastre".
