Government Decree No. HG56/2023 validating the National Strategy for Agricultural and Rural Development for the years 2023-2030.

The strategic vision of the National Strategy for Agricultural and Rural Development for the years 2023-2030 is the development of a competitive agri-food sector, centered on value chains with increased potential, environmentally friendly and resilient to climate change, which strengthens food security and safety and ensures increasing institutional strengthening capacities, well-being and better living conditions in rural areas.
The Strategy defines four general strategic objectives, which aim to strengthen the potential of the agricultural sector resilient to climate change, promote smart agricultural practices, efficient and sustainable, developing the local market and increasing export potential, as well as supporting sustainable rural socioeconomic development. The achievement of the four general objectives will be achieved through a set of specific objectives, from which programs and interventions will derive.
The Strategy 2023-2030 vision is based on achieving synergy between the economic, environmental and social domains in order to solve the key impediments in the agricultural and rural sector for the period 2023-2030, with the sustainable achievement of the following general objectives: 1) strengthening the potential of the primary agricultural sector and promoting smart, sustainable and climate-resilient agricultural practices; 2) development of the food industry and diversification of markets; 3) revitalizing the animal husbandry branch and increasing productivity, including by developing the processing sector within the farm/association/cooperative and by marketing through the short chain; 4) ensuring the transposition of the EU acquis and its progressive implementation in the field of agriculture, rural development and food safety.
Currently, the activities that contribute to the development of agriculture are implemented by the Ministry of Agriculture and Food Industry, which has the mission of analyzing the situation and problems in the fields of activity of the ministry, to develop effective public policies in the fields of: 1) the production of foodstuffs of plant origin and animal origin; 2) processing of products of plant and animal origin; 3) wine and alcoholic beverages; 4) plant protection and phytosanitary quarantine; 5) organic production and products with designation of origin; 6) veterinary medicine; 7) selection and reproduction in animal husbandry; 8) food safety, 9) development and organization of agricultural and agri-food markets; 10) rural development programs; 11) agricultural consultancy; and 12) land improvement and land fund. In order to ensure an adequate management of the interventions derived from the Strategy 2023-2030, a unique reporting framework is established, which allows constant monitoring of the progress recorded through the short- and medium-term programming documents, as well as the application of corrections if necessary. The reporting framework is structured on the monitoring and evaluation procedures ensured at policy level within the Ministry of Agriculture and Food Industry, which will define a unique methodology for monitoring and evaluating agricultural and rural development policies.
