Abstract
The purpose of this Regulation on the conditions of discharge of wastewater into waterbodies is to regulate the conditions of discharge, the introduction of specific substances into surface waterbodies, underground waterbodies or onto water fund land. This Regulation establishes: (a) specific substances introduced into surface waterbodies for the purposes of fishing or aquaculture that do not have a negative impact on the quality of receiving waters and do not require conditions for wastewater discharge; (b) especially dangerous substances that, due to their danger or increased risk to the environment, cannot be discharged into surface and underground waterbodies or onto water fund land; (c) requirements for the discharge of hazardous substances, except for particularly hazardous substances; and (d) requirements for the removal of drainage water from the site in cases where this can lead to severe water pollution or in order to meet environmental quality requirements. The establishment of specific substances introduced into surface waterbodies for the purposes of fisheries or aquaculture that do not have a negative impact on the quality of receiving waters and do not require wastewater discharge conditions is aimed at protecting and improving the quality of stagnant or flowing waters that provide or which, in case of reduction, or removal of pollution could provide habitat for fish belonging to: (a) local species, with a high natural diversity; or (b) species whose presence is considered necessary for water management purposes by the competent authorities. It is prohibited to discharge into natural waterbodies together with wastewater especially hazardous substances that belong to the following classes or groups of substances and have an increased degree of danger: (a) organohalogen compounds and substances capable of forming such compounds in the aquatic environment; (b) organic compounds of tin and phosphorus; (c) substances with carcinogenic properties; (d) organic mercury compounds; (e) organic silicon compounds; and (f) radioactive waste that accumulates in the environment or in aquatic organisms.
