Abstract
The National Development Plan 2023–2025 is the main document establishing the priorities of the Government’s public policies for a three-year period and containing priority directions and measures to implement the country’s strategic objectives. In order to take advantage of the opportunities arising from EU candidate status, the medium-term focus will be on strengthening public administration capacity, building effective and sustainable public institutions and increasing the capacity to raise funds and effectively implement projects. There will continue to be a focus on measures to reduce poverty and ensure economic and energy security for the most vulnerable. This Plan is a cyclical document that will be updated annually from March to June, and is the basic document in the process of drawing up budget forecasts for the medium term.
The pursued strategic goal is to increase the population's access to safe sources of water, energy, sewerage systems, ensure universal access to water supply and safe sanitation systems and should be achieved by expanding the water supply and sanitation infrastructure, as well as strengthening the capacity of water supply and sewerage operators to provide services of water supply and sanitation at the regional level.
The goal of measurably improving the quality of environmental components should be achieved by actively promoting the “polluter pays” principle and forcing the internalization of the negative consequences of economic activity, including through fair collection of fees and taxes, as well as subsidies for environmentally friendly practices. The integration of measures and principles of a circular economy into production processes in sectors of the national economy should contribute to improving the quality of the environment and, accordingly, the standard of living of the population of the Republic of Moldova.
