Government Program for the period of 2016-2018.

This Program, which is the basis of the activity of the Government of the Republic of Moldova for the years 2016-2018, proposes as its main objective to increase the well-being, safety and quality of life of citizens, in particular by developing the national economy.
In particular, guaranteeing the food security of the country through the dynamic development of the agro-industrial sector and increasing its competitiveness/productivity, with emphasis on: (a) promoting production with high added value, securing the internal market with competitive domestic products, the substitution of imported agri-food products and the increase of exports, especially of finished products; (b) modernization and restructuring of the agri-food chain in order to comply with international and community requirements regarding food safety, control systems and quality standards; (c) consolidation of the normative framework related to the sustainable development of the agrifood sector, through the elaboration of strategic policy documents with sectoral approaches; (d) revision of the taxation system in agriculture; (e) simplification of product certification and testing procedures (of seed, planting material and phytosanitary products, etc.) certified by authorized institutions in the European Union; (f) stimulating the risk insurance mechanism in agriculture and creating an attractive credit mechanism for farmers; and (g) reforming the system of education, scientific research, consultancy and rural extension, as well as the creation of the integrated information system in agriculture, to ensure a close interconnection with the needs of the sector.
Supporting adaptation and mitigating the effects of climate change on agricultural production shall require adoption of the following measures: (a) implementing systems to protect agricultural crops against adverse conditions unfavorable weather conditions (frost, hail); (b) expansion/rehabilitation of irrigation and drainage systems; (c) identification of new varieties of plants, highly productive and resistant to adverse environmental conditions; (d) the application of a reduced soil disturbance system, by using the systems No-till and Mini-till; (e) creation and/or modernization of post-harvest infrastructure in rural regions; (f) adoption of the quality control system of the European Union related to the fruit and vegetable market; (g) elaboration and initiation of the implementation of development strategies/programs for the strategic branches of the agri-food sector; (h) expansion and diversification of agricultural extension and advisory services; (i) promoting the policy of consolidating agricultural land and ensuring food security in the country; and (j) identification of new measures to support young farmers through programs to promote agricultural and non-agricultural investments.
