Abstract
The National Action Program to Combat Desertification pursues the following goals: (a) identification of factors contributing to desertification; (b) planning and carrying out the necessary practical actions to combat desertification and reduce the consequences of drought; and (c) defining the responsibilities of the Government, local communities and land users, as well as identifying the necessary resources available to implement the planned measures.
The Program: (a) provides for a long-term strategy to combat desertification and reduce the effects of drought, paying particular attention to its integrated application within the framework of national sustainable development policies; (b) allows changes to be made in response to changing situations and be locally flexible enough to adapt to different socio-economic, biological and geophysical conditions; (c) will pay special attention to the application of preventive measures for land that have not yet been degraded or have only been slightly degraded; (d) strengthens national climatological, meteorological and hydrological capabilities and early warning capabilities for drought; (e) will promote policies and strengthen institutional structures capable of promoting cooperation and coordination at all levels, in a spirit of partnership, between donors, government, local communities and public interest groups, and will facilitate local people's access to relevant information and technology; (f) ensure effective participation at the local, national and regional levels of non-governmental organizations and the population, especially resource users, in the implementation of planned actions, in the development of decisions, as well as in the analysis and application of the Program; and (g) requires participants to periodically review and submit reports on progress made in their activities.
The ultimate goal of the Program is to preserve and increase soil fertility in dry areas affected by desertification processes.
The Program sets out the goals and practical actions for environmental protection arising from the general geographical features of the Republic of Moldova. The socio-economic crisis and the negative consequences of the processes of drying and desertification on the territory of the country require the immediate implementation of the strategy and tactical provisions of the Action Program to Combat Desertification. In accordance with current legislation, the National Program to Combat Desertification defines the competence of the Government, state institutions, local public authorities, landowners and the media and determines the resources necessary for the implementation of its actions.
