Government Resolution No. 495 validating Program for promoting the green and circular economy for the period 2024-2028.

The Program for Promoting the Green and Circular Economy for the Period 2024-2028 analyzes the major environmental challenges generated by the economy and proposes a medium-term national action plan, designed to consolidate and ensure the coherence of actions within the transition of the country towards a green and circular economy.
The purpose of this Program is to create an environment conducive to sustainable development, in harmony with economic development and social well-being, generating economic prosperity, improving the quality of life of citizens and ensuring the preservation of the environment for future generations, by promoting and implementing the principles of the green economy and adopting the concepts of the circular economy in the country.
The importance of the green and circular economy lies in its significant contribution to reducing greenhouse gas emissions and other forms of pollution, which leads to protecting the environment and ensuring a sustainable future for future generations. The green and circular economy also aims to reduce poverty and unemployment, generating new employment opportunities in sectors such as renewable energy, waste recycling and the development of other essential services in rural areas.
Natural resources are the vital foundation of economic development and growth. For sustainable development, which aims to meet current needs without compromising resources for future generations, a circular and green economy is emerging. This approach aims to minimize and responsibly manage negative environmental impacts, optimize the use of continues to grow; resources and reducing waste globally.
The Program encompasses the following general objectives: (a) general objective 1 - improving green governance processes; (b) general objective 2 - stimulating the transition and development of green and circular businesses; and (c) general objective 3 - increasing the level of education, awareness and involvement of society in the transition towards a green and circular economy.
Implementing a green and circular economy program can have a positive impact on the environment in the medium term by reducing the negative impact of production and consumption on natural resources and the environment. Positive effects can include: (a) waste reduction; (b) conservation of natural resources; (c) reduction of greenhouse gas emissions; and (d) increasing competitiveness.
