Abstract
The Energy Strategy of the Republic of Moldova until 2030 contains a clear indication of the development path of the energy sector in the Republic of Moldova in order to create the basis necessary to ensure economic growth and increase the level of well-being of the population. In the Strategy, the country's priority problems that require an urgent solution are highlighted, as well as changes in the scope of the set goals in accordance with the need to ensure an optimal balance between internal resources (currently used and projected for the future) and the country's urgent needs.
The Government of the Republic of Moldova proposes as priorities of the Strategy: (a) strengthening the special status of a transit state for electrical energy and natural gas through mutual strengthening of transport capabilities; and (b) construction of new and re-equipment of existing generating capacities for strengthening and full commercial use of internal production potential for electrical energy.
The three main directions for strengthening the energy sector potential are: (a) combined production of electrical and thermal energy, which involves abandonment of current technology and reconstruction on a new technological basis, with a significant expansion of production capacity; (b) integration into transport networks and distribution of new capacities, including based on renewable sources of electrical energy; (c) consolidation of the capacity set for Moldavian state regional power plant by increasing technological efficiency and supply of additional volumes of generated electrical energy to the regional market.
Regarding the targets for 2021-2030, the Strategy indicates that there are less costly options than the use of renewable sources to achieve security of supply, as well as to reduce climate change, which assumes an additional contribution from renewable sources (with 200 MW installed), but not an increase in the share of this contribution (only 15% in 2030). In terms of diversification of power sources (east-west), through connection to the ENTSO-E system and the emergence of effective competition in the market, a sensible import policy that combines medium-term contracts with a transition to short-term ones can bring the same results regarding security of energy supply and reduction of CO2 emissions, but less burden on the final cost of electrical energy. It is also taken into account that EU policy forecasts for this period do not point to the promotion of renewable sources as a guideline, but to the reduction of CO2 emissions.
The specific objectives of the Republic of Moldova for 2021-2030 are the following: (a) ensuring growth in the use of renewable energy sources. Scenarios regarding the application of carbon capture and storage technology over the long term; (b) improving energy efficiency; and (c) introduction of intelligent electrical networks.
