Abstract
This Government Resolution regulates activities and establishes operating conditions and supervision of waste incineration and co-incineration plants in order to prevent or limit, as far as possible, negative impacts on the environment, and especially pollution due to emissions into the air, soil, surface and groundwater and the risks they pose to human health, flora and fauna. It shall be applicable to all stationary and mobile complexes and equipment. In order to protect the environment and human health, as well as in accordance with international treaties to which the Republic of Moldova is a party, the following restrictions are established on the combustion and co-incineration of waste: (1) on the national territory, the placement of waste incineration and co-incineration installations and the conduct of waste incineration and co-incineration operations shall be restricted; and (2) combustion and co-incineration of: (a) waste collected separately for reutilization and recycling is restricted; and (b) used oils, which should be processed by giving priority to regeneration or, alternatively, other reprocessing operations with equivalent or better global environmental results than regeneration. Annex 1 contains the list of waste prohibited for combustion and co-incineration. Annex 2 regards monitoring of emissions. Annex 3 establishes equivalence factors for dibenzoparadioxins and dibenzofurans. Annex 4 establishes limit values for emissions to the atmospheric air from waste incineration plants. Annex 5 establishes limit values for emissions to the atmospheric air for waste co-incineration from waste incineration plants. Annex 6 establishes limit values of emissions for wastewater generated as a result of waste gas purification. Annex 7 contains formula for calculation of the concentration of emissions at standard oxygen concentration expressed as a percentage. Annex 8 contains conformity assessment related to emission limit values.
