Abstract
The National Strategy for sustainable development of the agro-industrial complex of the Republic of Moldova (2008-2015) is a document of strategic coordination at the national level of the main political, economic and social actions for the development of the agro-industrial sector, including assessment of the level of adaptation of the domestic agri-food sector to conditions and mechanisms of market economy, main directions and mechanisms for modernization of the agricultural sector, the role of the state in the development of the agri-food sector at the post-privatization stage, expected economic results, as well as an analysis of the risks of implementing this Strategy. Ensuring food security of the country is one of the main priorities of this Strategy, which envisages development of national standards in the agri-food sector based on standards of Codex Alimentarius Commission.
The need to develop and implement this Strategy is due to negative influence of a number of social and natural factors, such as: excessive vulnerability of the agricultural sector to natural conditions, which is expressed in a sharp decrease in harvest in years accompanied by various natural disasters; sluggish and unstable development of the private agricultural sector with insufficient market orientation; reduction in the production structure in the domestic agricultural sector, high growth of comparative and absolute volumes of imported agri-food products; organizational and institutional gaps in the agricultural system management, as well as the inability of the privatized agricultural sector to implement effective self-government.
This Strategy provides for the implementation of the main task through the following actions, mechanisms and tools: identifying priority areas for modernization based on scientific, economic substantiation and based on the results of public consultations; modernization of the agricultural sector based on the consolidation of private agricultural farms; using the national component of the value chain by focusing production and sales on primary and processed products; support for cooperation and integration of agricultural producers engaged in the processing industry and sales within the framework of national and regional associative structures; promoting well-reasoned and justified subsidy policies using clear and transparent subsidy distribution mechanisms; supporting access of agricultural producers to financial resources; supervision of inspection and certification bodies to improve the quality of exported products; promotion and creation of an appropriate production, processing and marketing system for environmentally friendly and non-genetically modified agri-food products.
