Government Resolution No. HG368/2023 On reorganization by transforming the state enterprise "Republican Center for Breeding and animal reproduction" and amendment of some government resolutions.

This Government Decree validates the Statute of the public institution “Center for Breeding and Reproduction of Animals” and organization of its activity. The Center is a self-governing public institution with the status of legal entity under public law. The mission of the Center is to achieve the conservation and preservation of the Biotechnological Bank of genetic resources of breeding animals, the classification of animals, breeding and reproduction of livestock in animal husbandry. The sphere of competence of the Center are: (a) development of programs in the field of breeding and reproduction of animals; (b) technical and methodological coordination at the national level of new and improvement of existing biotechnologies in the field of animal breeding and reproduction; (c) replenishment of genetic resources with new breeds of breeding animals; and (d) analysis and synthesis of data obtained in the field of animal breeding and reproduction. In order to perform its functions, the Center has the following rights: (a) to enter into transactions with individual entrepreneurs or legal entities; (b) to manage public property; (c) to receive financial resources intended for institutional financing; (d) to hire specialized personnel and maintenance personnel; (e) to establish forms of incentives for specialized personnel and maintenance personnel; (f) to provide services for artificial insemination of breeding animals; (g) to gain access to resources of information technology and modern science; and (h) create technical databases of zootechnical accounting.
